Ingredients
  

For the Brownie Layer

  • 1/2 cup 112g unsalted butter, cut into pieces
  • 2 oz 56g semi-sweet chocolate
  • 1 cup 200g granulated sugar
  • 2 large eggs
  • 1 teaspoon vanilla extract
  • 2 tablespoons cocoa powder
  • 1/2 cup 62.5g all-purpose flour
  • 1/4 teaspoon salt

For the Edible Cookie Dough

  • cups 156g all-purpose flour, heat-treated
  • 1/2 cup 112g unsalted butter, softened
  • 1/2 cup 100g packed brown sugar
  • 1/4 cup 50g granulated sugar
  • 1 teaspoon vanilla extract
  • 1/4 teaspoon salt
  • 2 –3 tablespoons milk
  • 1/2 cup 90g mini chocolate chips

For the Chocolate Topping

  • 3/4 cup 140g chocolate chips
  • 1 tablespoon shortening or unsalted butter

Instructions
 

  • Preheat the oven to 350°F (175°C) and line an 8×8-inch baking pan with parchment paper.
  • Melt the butter and semi-sweet chocolate together until smooth. Whisk in the sugar, then add the eggs and vanilla.
  • Fold in the cocoa powder, flour, and salt until just combined.
  • Spread the batter into the prepared pan and bake for 22–25 minutes, or until a toothpick comes out with a few moist crumbs. Cool completely.
  • Beat the softened butter with both sugars until creamy. Mix in the vanilla, salt, and heat-treated flour.
  • Add the milk gradually until the dough becomes soft and spreadable, then fold in the mini chocolate chips.
  • Spread the cookie dough evenly over the cooled brownies and refrigerate for 20–30 minutes.
  • Melt the chocolate chips with the shortening until smooth, then spread over the cookie dough.
  • Refrigerate for about 1½–2 hours, or until the chocolate is fully set.
  • Slice into 16 brownies and serve.

Notes

For the best Cookie Dough Brownies, heat-treat the flour before making the edible cookie dough to ensure it's safe to eat. Allow the brownie layer to cool completely before spreading the cookie dough on top so the layers stay distinct. Chilling the assembled brownies before slicing helps the chocolate topping set properly and creates clean, bakery-style squares. For the neatest cuts, use a sharp knife warmed under hot water, wiping it clean between each slice. Store any leftovers in an airtight container in the refrigerator for up to 5 days, or freeze individual brownies for up to 2 months for longer storage.
